Why this is hard to judge

SEO is bought by people who cannot easily evaluate it. That is the structural problem in this industry. A client cannot tell good technical work from bad until six months of budget has gone, which is why so many agencies survive on presentation rather than results.

These are the questions that reveal the difference quickly.

Ask what they would do first, before they have seen your site

The honest answer is a version of "I do not know yet, that is what the audit is for." An agency that arrives with a plan before looking at your data is selling a template.

Any Oxfordshire firm being pitched a package with fixed deliverables and no audit should treat that as the end of the conversation.

Ask who actually does the work

In most agencies, the person in the pitch is not the person doing the work. Ask directly who will be running your account in month four, how many other accounts they hold, and whether the strategist who plans your campaign also executes it.

An agency managing two hundred accounts is delivering templated work through junior staff regardless of what the pitch says. The maths does not allow anything else.

Ask how they handle AI search

This separates current practice from 2019 practice fast. If the answer treats AI search as a future concern or an optional extra, they are not watching what has already happened to click through rates on informational queries.

The follow up question is how they measure it. Anyone claiming to optimise for AI answers should be able to describe how they track whether you are being cited.

Ask what they will not do

Good agencies decline work. If a budget cannot support what a market requires, saying so at the first call is cheaper for everyone than accepting it and underdelivering for six months.

An agency that says yes to every enquiry is optimising for signed contracts rather than for results.

Treat any position guarantee as disqualifying

Nobody controls Google's ranking. An agency guaranteeing a first page position is either targeting a phrase nobody searches or bidding on your brand name. Both look like progress on a report and neither produces enquiries.

What a good first month looks like

A full technical, content, authority and competitive audit. A roadmap you can read without a translator. Access to the same dashboards the agency uses. And fixes shipped rather than recommended in a document you are expected to action yourself.
